EU unveils maritime strategy for competitiveness and sustainability

As part of the Green Deal, the European Commission is focusing, among other things, on regulating emissions from shipping. It has now unveiled two new strategies aimed not only at sustainability, but also at strengthening competitiveness, innovation and resilience in Europe’s maritime transport sector.
As the European Commission announced on its website, the initiatives focus on shipbuilding, maritime transport and ports, which together play a central role in the EU’s trade, energy systems and industrial base. The so-called EU Industrial Maritime Strategy aims to strengthen Europe’s leadership in vessel design and maritime technologies while supporting sustainability and employment in the sector.
A key element is the creation of the EU Industrial Maritime Value Chains Alliance. Among other things, it will help develop areas such as advanced shipbuilding, support vessels for offshore wind farms and underwater drones. Funding for innovative projects will be provided through the Horizon Europe programme.
The Commission also plans to work with member states to simplify certain administrative procedures for maritime operators, including processes related to EU systems for monitoring emissions from maritime transport. The move also reflects the continued absence of international sustainability regulations in this area.
Public funding and procurement policies will also be used to stimulate private investment in maritime transport innovation and the decarbonisation of shipping. Planned reforms to EU public procurement rules could allow non-price criteria to favour sustainable and technologically advanced vessels.
To strengthen the global competitiveness of European manufacturers, the strategy envisages stronger export financing and targeted trade policies. Another priority is developing skills and the workforce through programmes focused on retraining workers, with an emphasis on digitalisation and greener operating practices.
The Commission hopes this will accelerate digitalisation, improve integration with other transport networks and support the transition to clean energy. Emphasis will also be placed on electrification where possible.
To oversee implementation, the Commission will establish a High-Level Maritime Industries and Ports Board. It will bring together national representatives and industry leaders to coordinate the implementation of measures in the sector.
