ADI Group plans to build wind turbines in Luby, Cheb District

The Transport and Energy Construction Authority announced the launch of permitting proceedings for the construction of three wind turbines in the cadastral area of Výspa near the municipality of Luby (Cheb District). The project, called “WPP Luby – 3× WPP 7,2 MW”, was submitted by ADI Wind Energy, s.r.o., part of ADI (Active Development Investments) Group.

As the project name suggests, each of the three planned wind turbines is to have a capacity of 7,2 MW. The towers are to be 140 metres high, while the turbine rotor diameter is expected to be 170 metres. The planned project lifetime is 30 years. The turbines are to be located roughly half a kilometre apart on three different plots in the cadastral area of Výspa (municipality of Luby).

The project also includes service areas, a non-public access road, underground cable routes and construction site facilities. The 1,5-kilometre access road is intended solely for the operation and maintenance of the wind turbines.

Parties to the proceedings and affected authorities may submit objections and opinions within 15 days of receiving notification, i.e. by 6 November. Once this period has elapsed, the authority will have all the documents needed to issue a decision.

Luby and ADI

Luby was discussed as a possible site for a wind turbine nearly twenty years ago. Although several projects have been developed in the Karlovy Vary Region (for example near Vrbice and Jindřichovice), no wind turbine has yet been built directly in Luby’s cadastral area. However, according to publicly available information, the town began cooperating with ADI Wind Energy in 2022, when an agreement was concluded for the construction of nine turbines with a combined capacity of 27 MW.

The agreement states, among other things, that “ADI undertakes to pay the City, in consideration of the performance of its obligations and the rights granted, 2% of the Project’s annual revenues from electricity sales for each year, including any part thereof, in which the Project is operated, but in any case at least 200 000 Kč per turbine unit per year…” The minimum fee is then to be increased in line with inflation. In return, the town undertakes to contribute to the smooth implementation of the project.

In 2024, the town approved the final location of the nine wind turbines, while at its latest council meeting in September this year it approved the conclusion of an agreement with ADI to establish utility infrastructure between the two parties.

ADI is a Czech investment and development company founded in 1992, whose portfolio focuses on district heating and renewable energy sources. According to its website, the company has delivered projects worth more than 4 billion Kč and is planning renewable energy projects in the Czech Republic with installed capacity of approximately 720 MW.
