Czech transmission and distribution system – Part 3: Lines (Protection zones, 110 kV and 220 kV lines)

Following the instalment dedicated to transmission system substations, this instalment of the mini-series will cover the very-high-voltage and extra-high-voltage lines operated by ČEPS. Given the breadth of the topic, we will cover transmission system lines in several articles. This article provides basic information on lines in general, including protection zones, as well as a list of 110 kV and 220 kV lines with key information about them.

Line protection zones
Key legislation for the energy sector is Act No. 458/2000 Coll. on the conditions for doing business and the exercise of state administration in the energy sectors and on amendments to certain acts, referred to as the Energy Act. This act also defines the term line protection zone, which is an area in the immediate vicinity of a line intended to ensure its reliable operation and protect the life, health and property of individuals.
Protection zones safeguard not only overhead lines, but also underground lines and substations. The protection zone of a very-high-voltage or extra-high-voltage overhead line is a continuous area defined by vertical planes on both sides of the line, at a specified distance measured perpendicularly from the outer conductor.
These distances from the outer conductors depend on the voltage level of the overhead line and, under currently applicable legislation, are defined as follows:
- 110 kV line – 12 m
- 220 kV line – 15 m
- 400 kV line – 20 m
The size of the protection zone is affected by the date the line was built, specifically the date on which the occupancy permit became final. For lines whose occupancy permit became final before 31 December 1994, the protection zones are larger, namely:
- 110 kV line – 15 m
- 220 kV line – 20 m
- 400 kV line – 25 m
Use of this part of the land by its user is restricted within the protection zone of an overhead line, in that the following are prohibited in the protection zone:
- constructing buildings or placing structures and other similar equipment, as well as storing flammable and explosive substances, without the line owner's consent
- carrying out earthworks without the line owner's consent
- carrying out activities that could endanger the reliability and safety of line operation or threaten the life, health or property of individuals
- carrying out activities that would prevent or substantially hinder access to the line
Furthermore, planting hop gardens and allowing vegetation to grow above a height of 3 m are prohibited in the protection zone of an overhead line. Finally, within the protection zone of a line, as well as outside it, everyone is obliged to refrain from conduct that could damage the line or restrict and endanger its safe and reliable operation. All activities must be carried out in such a way as to prevent damage to energy facilities.
